sudo nmcli connection add \
type ethernet \
con-name "static-connection" \
ifname YOUR_INTERFACE_NAME \
ipv4.method manual \
ipv4.addresses YOUR_STATIC_IP/CIDR \
ipv4.gateway YOUR_GATEWAY \
ipv4.dns "YOUR_DNS1 YOUR_DNS2" \
autoconnect yes

Since your IT infrastructure doesn't allow DHCP, your IT should be able to provide you with these values if you are unsure of them. 

You can then run

sudo nmcli connection up static-connection
sudo systemctl enable NetworkManager

and your connection should work. Try pinging 8.8.8.8 to validate your connection.

Otherwise there may be something weird with your vmware setup that is causing it to not have an ip address.
